2 Coordinating Directors and Finance Officers in Upper West Region Asked to Refund GH 77,554.00


The 2020 Auditor-General report on the use of the District Assemblies Common Fund has recommended that two Coordinating Directors and Finance Officers from the Upper West Region should be made to refund a total of 77,554.00 Ghana Cedis.

The affected Assembly Administrators are from the Wa Municipal and the Daffiama/Busie /Issa District Assembly.

According to the report, the two Assemblies failed to support with documents such as receipt, invoices, warrants, admissions letter etc. on payment made on Goods and Services during the 2020 financial year on the use of their respective District Assembly Common Fund.

The Wa Municipal Assembly for instance indicated in their financial statements that 23,000 Ghana cedis has been used to support Persons with Disabilities but could not provide documents or beneficiaries to support their payments claims. The same assembly could also not support with documents on how it disbursed 30,474 Ghana cedis of the Member of Parliament share of the District Assembly Common Fund involving six payment vouchers made.

The Daffiama/Busie/Issa District on the other hand, could also not support with documents how it disbursed 23,480 Ghana cedis of the Member of Parliament share of the DACF involving three PVs raised.

The Auditor General is therefore of the view that, the two assemblies have violated Regulation 78 of the Public Financial Management Regulation, 2019

(L.I 2378).

The affected District Assemblies administrators have therefore been asked to refund the said disbursements without supporting documents into their respective Assemblies Coffers, since the propriety of those payments cannot be confirmed.
